13. Referees

A.  Registered Referees and Assistant Referees for all matches shall be appointed in a manner approved by the Management Committee and by the sanctioning Association(s). Clubs must accept such duly appointed referees or assistant referees. The appointed referee will normally be advised to the home club by Tuesday prior to the match. However, the League reserves the right to appoint a referee at late notice when circumstances dictate. Referees will advise the Referee Secretary, or in his absence or non-availability, the Assistant Referee Secretary, by the Thursday evening if they have not been notified by the Home team of their appointment.

B.  In the event of the non-appearance of the appointed Referee or when a registered Referee is not available, the Clubs shall agree upon a Referee. A Referee thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee.

C.  The Management Committee may, if they consider it desirable, or upon application by the two competing Clubs, appoint Assistant Referees, if available, to any match. Where Assistant Referees are not appointed each Team shall provide a Club Assistant Referee.

D. 
(1).  The appointed Referee shall have power to decide as to the fitness of the ground in all matches and the decision shall be final. On the match day when weather seems likely to affect commencement of the game, the Home Club Secretary must contact the referee as soon as possible.

(2).  The referee, whether appointed or agreed, must report all cases of misconduct, foul play or any incident which proves detrimental to the game, in writing (in duplicate) to the LFA or other appropriate County F.A. within two days of the match. Where a match has been abandoned by the referee, a copy of his report shall be sent to the League Referee Secretary. Any Referee failing to submit a report of misconduct to the L FA or other appropriate County F.A. or failing to attend a disciplinary hearing when required to do so, shall be reported to his parent County Association and his name may be removed from the League's list of officials. 

E.  Match Officials appointed under this Rule shall be entitled to charge standard class public transport expenses. The appointed Referee fees for Mini-Soccer and 11-a-side Divisions shall be as laind down by the London Football Association for the current season. For League games these shall be paid by the Home Club. The appointed Assistant Referee fees for Under 11 to Under 15 Divisions shall be £8.00 and for Under 16 to Under 18 Divisions shall be £10.00. When appointed to League games Assistant Referee fees shall be shared by both Clubs, with the Home Club being actually responsible for actual payment to the Officials. For Challenge Cup and extra Trophy games see Rule 23.

The Home Club shall pay the Officials their fees and expenses before the match.

F.  In the event of a match not being played because of circumstances over which the Clubs have no control, the Match Officials, if present, shall be entitled to reasonable expenses. Where a match is not played owing to one Club being in default, that Club shall be ordered to pay the Officials, if they attend the ground, their full fee and expenses.

G.  A Referee not keeping his engagement, and failing to give a satisfactory explanation as to his non-appearance, may be reported to the County Football Association with which he is registered.

H.  Each Club shall, in a manner prescribed from time to time by The Football Association, award marks to the Referee for each match and enter these on the match card. Clubs failing to include the name of the referee on the match card, or failing to mark a referee or failing to provide a written report explaining a mark of 3 or under to the Referees Secretary within seven days will be find £5.00

I.  Only referees who hold current registration with a County Association are permitted to wear the badge of that Association when officiating in matches under the jurisdiction of the League.
