08. Qualification Of Players

A).  Contract players, as defined in Football Association Rules, are not permitted in this Competition.
No player registered with a F.A. Premier League or Football League Academy will be permitted to play in this League. A Player registered with a Centre of Excellence may only play in this League subject to the Regulations of the Programme for Excellence.

B).  A registered youth playing member of a Club is one who, being in all other respects eligible, has: -

(1).  Signed a fully and correctly completed Competition registration card in black or blue ink, countersigned by his /her parent or guardian and by an Officer of the Club. The registration document must incorporate any known serious medical conditions of the player and emergency contact details of the player's parents or guardians. These details must be available at matches and training events the player attends within the management of the Club or League.

Attached to both halves of the Registration Card there shall be two current, identical passport sized photograph clearly showing the head and shoulders of the player, with the face not obscured by sunglasses, hats, scarves or any other garment. A copy of the player’s birth certificate, or other suitable confirmation of date of birth must accompany this document. (This is only necessary when a player is registering with the League for the first time). Photographs must be attached with adhesive paste. Staples and cello tape must not be used.

(2).  Overall responsibility for administration of the League's player registration procedures for 11-a-side football in age groups Under 11 to Under 18 shall be invested in the Registration Secretary, or in his/her absence, the Assistant Registration Secretary. Responsibility for Mini-Soccer registrations shall be vested in the Mini-Soccer Co-ordinator /Assistant Registration Secretary. Divisional Registration Officers are appointed to supervise and record player registrations and appearances. All registration documents and match cards relating to a particular division shall be sent in the first instance to the Divisional Registration Officer appointed to that particular Division, and not to the Registration Secretary. Divisional Registration Officers will refer all matters of dispute requiring rules interpretation, to the Registration Secretary, who will, as appropriate, refer such matters to the Management Committee for their decision.

(3).  To qualify for registration in this League, players must be domiciled as defined in Rules 1 (b) and 1 (d). That is, within the Borough of Bexley and it's immediate surrounds, south of the River Thames, and attend a school within a twelve (12) mile radius of the Leagues Headquarters. Where exceptional circumstances prevail, special application must be made, in writing, to the Registration Secretary who will put the request before the Management Committee for their decision. The Management Committee's decision on such matters will be final.

(4).  These documents shall be sent to the appropriate Divisional Registration Officer, and must be registered four(4) clear days prior to playing and the completed registration counterfoil shall be returned and received by the Club.

(5).  Only bona fide Club members shall be registered and it is the responsibility of each Club to ensure that players are registered in the correct age group, and that all documents submitted are valid and in order. Clubs must check the original birth certificate or other document proving date of birth and also satisfy themselves that the player is not registered with another Club.

(6).  Should a Club misplace a player registration card (or cards) they may apply to the Registration Secretary for the temporary loan of the League's records for emergency use on match days. Clubs must ensure that they complete the full procedure for re-registration of players with the missing cards within 14 days of the notification of the loss.

(7).  The qualification dates for this League shall be as follows: -

Mini-Soccer:

  • Under 7 – the player must have attained the age of 6 as at midnight on 31st August in the playing season but must be under the age of 7 as at midnight on 31st August in the playing season.
  • Under 8 – the player must be under the age of 8 as at midnight on 31st August in the playing season.
  • Under 9 – the player must be under the age of 9 as at midnight on 31st August in the playing season.
  • Under 10 – the player must be under the age of 10 as at midnight on 31st August in the playing season.
  • Under 11 - the player must be under the age of 11 as at midnight on 31st August in the playing season.
    In accordance with the foregoing qualifications a player in the above age ranges must not play in a match where any other player is older or younger by 2 years or more.

Youth Football

  • Under 11 – the player must have attained the age of 10 but must be under the age of 11 by midnight 31st August in the playing season.
  • Under 12 – the player must be under the age of 12 as at midnight on 31st August in the playing season.
  • Under 13 – the player must be under the age of 13 as at midnight on 31st August in the playing season.
  • Under 14 – the player must be under the age of 14 as at midnight on 31st July in the playing season.
  • Under 15 – the player must be under the age of 15 as at midnight on 31st July in the playing season.
  • Under 16 – the player must be under the age of 16 as at midnight on 31st July in the playing season.
  • Under 17 – the player must be under the age of 17 as at midnight on 31st July in the playing season.
  • Under 18 – the player must be under the age of 18 as at midnight on 31st July in the playing season.
    In accordance with the foregoing qualifications a player under the age of 14 as at midnight on 31st August in the playing season must not play in a match where any other player is older or younger by 2 years or more.

(The above qualification dates are subject to the provisions contained in FA Rule C.4 (a) (vi).

(9).  Player Registrations shall commence from the 1st August in each season. All Clubs must have registered a minimum of seven (7) players for a Mini-Soccer team, and twelve (12) players for a 11-a-side team by the 1st September. Failure to do so will result in a fine of £25.00 for 11-a-side and £5.00 for Mini-Soccer. Teams must maintain a minimum of 8 registered players for Mini-Soccer and 12 registered players for 11-a-side throughout the season.

(10).  A player may only be registered with one team at a time and in one age group. He/she may only play in the age group in which he/she is registered. A player may, be registered for a maximum of two teams in any one season. Players who transfer internally from one age group to another within the same club must do so by the transfer procedure laid down. Clubs will only be permitted to register a maximum of two players in any one season from any team of another team within the League. A player will only be permitted one transfer during any one season.

(11).  Clubs or Club Secretaries desiring to approach a player from another Club with a view to transfer can only do so with the permission of that Club. Any Club requesting permission to register a player who is currently a bona-fide member of a Sunday Club or Team playing in another League must comply in full with the provisions of F.A. Rule 19.

(12).  If a transfer request results in the releasing team falling out of compliance with Rule 8. B (9) sanction for the transfer may be delayed for a period of 28 days to allow sufficient time for the releasing Club to sign a replacement player.

(13).  Where a club or team disbands, or withdraws from the League for any reason, during the season, the registration documents of the players currently registered must be sent to the Divisional Registration Officer immediately. The registration of the players will be considered cancelled. Any such player who then wishes to register with another club may do so through the transfer procedure, subject to the provision laid down in Rule 8. B (10) and Rule 8.G.(1).

(14).  Each team in Mini-Soccer divisions may register a maximum of 14 players. Each team in a Youth Football division may register a maximum of 18 players. When the above limits are reached, a name, together with the registration card, must be passed to the appropriate Divisional Registration Officer for deletion before a new name can be registered.

C.  Not applicable to the Bexley & District Junior Football League.

D.  Not applicable to the Bexley & District Junior Football League.

E.  A player having taken part in matches for any Club affiliated to any County Football Association shall not be allowed to join, be transferred to, or sign for a Club in the League without first proving to the officials of the intended Club that the player has discharged all reasonable financial liabilities to the previous Club or Clubs, and a Club official may not accept such player's signature without first ascertaining whether such claims have been discharged to the satisfaction of the Club, or Clubs, for which the player last played.

F.  Registration cards shall be obtained from the Registration Secretary and Assistant Registration Secretary on prepayment of 50p per card, and shall remain the property of the League at all times.

(1).  A player who's registration is cancelled, may not be re-registered by the same Club during the current season except in the case of injury when the decision will be at the discretion of the management Committee.

G.  The Management Committee shall decide all registration disputes. In the event of a player signing a registration form or having a registration submitted for more than one Club priority of registration shall decide for which Club the player shall be registered. The (Registrations) Secretary shall notify the Club last applying to register the player of the fact of the previous registration.

(1).  When a player not subject to a transfer has his/her registration cancelled by his Club, the registration card must be returned to the Divisional Registration Officer explaining the reason for the cancellation. Any such player who then wishes to register with another Club in the League may do so, but only with the approval of the Management Committee in accordance with Rule 8 B (10). Clubs will only be permitted to register a maximum of two players from any disbanded or withdrawn team.

H.  It shall be deemed misconduct for a player to: -

(1).  Play for more than one Club in the League in the same season without first being transferred.

(2).  Having signed for one Club in the League, sign for another Club in the League in that season except for the purpose of a transfer.

(3).  Submit a signed registration form for registration that the player had wilfully neglected to accurately or fully complete.

I. 

(1).  The Management Committee shall have power to accept the registration of any player. The Management Committee shall have power to refuse, cancel or suspend the registration of any player or may fine any player at their discretion proved guilty of registration irregularities. (Subject to Rule 16).

(2).  The Management Committee shall have power to refuse or cancel the registration of any player found guilty of undesirable conduct and to disqualify the player in question from participating in all games in the Competition. (Subject to Rule 16).

(Note: Action under Clause (ii) shall not be taken against a player for misconduct on the field of play until the matter has been dealt with by the appropriate Association, and then only in cases of the player bringing the Competition into disrepute.)

J.  Subject to The Football Association Rules dealing with players without a written contract when a player desires a transfer, the Club the player wishes to transfer to shall submit a transfer form to the (Registrations) Secretary accompanied by a fee of £5.00. Such transfer shall be referred by the (Registrations) Secretary to the Club for which the player is registered. Should this Club object to the transfer it should state its objections in writing to the (Registrations) Secretary and to the player concerned within seven days of receipt of the transfer form. Upon receipt of the Club's consent, or upon its failure to give written objection within seven days, the (Registrations) Secretary may, on behalf of the Management Committee, transfer the player who shall be deemed eligible to play for the new Club from such date or seven (7) days after receipt of such transfer.

In the event of an objection to a transfer the matter shall be referred to the Management Committee for a decision.

K.  A player may not be registered for a Club nor transferred to another Club in the Competition after the last day of February except by special permission of the Management Committee.

L.  A Club shall keep a list of the players it registers and a record of the games in which they have played, and shall produce such records upon demand by the Management Committee. It is the overall responsibility of the signing club to ensure that each player is eligible to play in the League Championship, Challenge Cup and Trophy Competitions and that the player's registration fully complies with the requirements of Rule (8). Each club shall be responsible for explaining the above rules to their players before they first participate in competitive matches under the juristriction of this League.

(1).  In Youth Football, and in the event a Club has more than one team in an age group, each team must be clearly designated "A" and "B" or other distinguishing names etc. In such cases, players will be registered for one team only. A players so registered will be allowed to play for his Club in a younger or older age group within the provisions of Rule 8 (B). In Mini-Soccer, Under 9 to Under 11 the same rule shall apply. In Under 7 and Under 8 age groups Clubs may be permitted to interchange players between two teams, but only from week to week.

M.  A register containing the names of all players registered for each Club, with the date of registration, shall be kept by the Divisional Registration Officer for the respective age group under the authority of the Registration Secretary and shall be open to the inspection of any duly appointed Member Club representative at all Management Committee meetings or at other times mutually arranged.

N.  A player shall not be eligible to play for a team in any special championship, promotion or relegation deciding match (as specified in Rule 12(A)) unless the player has played three (3) Bexley League or Trophy games for that team in this League in the current season.

O.  Not applicable to the Bexley & District Junior Football League.

P.
(1).
  Any team playing an unregistered or otherwise ineligible player or players shall have the points gained in the match deducted from its total and may be fined up to £50.00 in respect of each player and/or otherwise dealt with at the discretion of the Management Committee. If both teams are found to have played an ineligible player(s) in the same match they will both be liable to a fine of up to £50.00 for each such player and the match will be declared null and void. For the purposes of this Rule an ineligible player is one who is not registered, or is suspended by a County Association, or the League, or is over age, or in Cup games is not qualified according to the rules of the League. No goals shall count on either side. Teams subsequently found to be in breach of the rule on more than one occasion may be liable to expulsion from the League.

(2).  In addition the team may have up to six (6) points deducted from its total at the discretion of the Management Committee and may be dealt with in any further manner which is thought to be fit.

(3).  The Management Committee in exceptional circumstances may, at its discretion, award any points deducted from a Club under this Rule to the opponents in the match in question, subject to the match not being ordered to be replayed.

Q.
(1).  Priority must be given at all times to school and school organisations activities.

(2).  The availability of children must be cleared with the Head Teachers (except for Sunday Competitions).

(3).  Children under 14 shall not play in a team involving players who are more than 2 years older.

(Note: For players under the age of 18 the provisions contained in Football Association Rules will apply.)
